EBR's Electrical Safety Instructions apply to the safe operation and
maintenance of, and safe working on or close to, electrical installations.

According to the Swedish Work Environment Act, the employer must take all necessary measures to prevent employees from being exposed to ill-health or accidents. Adequate safety measures must also be taken against injury caused by electric current. The employer can meet these requirements by following ESA.
ESA are a way for the electricity industry to comply with the Work Environment Act, the Electrical Safety Act and the industry's interpretation of SS-EN 50110-1 Operation of electrical installations. ESA are an example of the instructions referred to in the Swedish National Electrical Safety Board's regulations.
Where concepts from the standard SS-EN 50110 exist, the English concept with explanation has been used. Where concepts from the standard were missing, the concept has been translated into a new meaning in English.
